Why Custody exists
Election day produces thousands of small, scattered facts: a result written on a form at a polling unit, a photo of that form, an incident someone reported by phone. Custody exists to close the gap between when those facts happen and when the people who need them can see them, verified and in one place.
What breaks down without a system like this is not the vote count itself, it is everything around it: a call that doesn't get logged, a photo that never leaves someone's phone, a number that changes between the ward and the situation room with no record of when or why.

These are INEC's own published figures, not a claim about how much of the country Custody itself currently covers. A deployment's real coverage is whatever geography its operator has actually imported and staffed, see the dashboard's own "no geography seeded yet" state for that honesty check in the product itself.
What we believe
Every report carries who submitted it, when, and what proof came with it. A claim without a trail is not data.
Agents work in polling units with patchy networks, so the field app is built to work offline first and sync when it can, not the other way round.
Every entry is timestamped and hashed so what was submitted, and when, can be verified later, not just trusted.
